What Is PMAY and Who Should Read This?
Pradhan Mantri Awas Yojana (Housing for All) is the central government’s flagship housing scheme that provides interest rate subsidies on home loans for first-time buyers. The Credit Linked Subsidy Scheme (CLSS) component — the most relevant for Pune buyers — can reduce your effective home loan cost by ₹1.5–2.67L depending on your income category.

How the subsidy works: The subsidy is calculated as an NPV (Net Present Value) of the interest concession on the eligible loan amount over 20 years. It is credited directly to your loan account — reducing your outstanding principal from day one.
Example (MIG-I, ₹6–12L annual income):
- Home loan: ₹40L
- Eligible subsidy loan: ₹9L at 4% subsidy rate
- Interest subsidy NPV: ~₹2.35L credited upfront to loan
- Your actual outstanding loan: ₹40L − ₹2.35L = ₹37.65L
- This reduces your EMI for the entire tenure
Eligibility Conditions: The Non-Negotiables
1. First-time buyer: Neither you nor your spouse should own a pucca (permanent) residential house anywhere in India in your name. This is verified via a self-declaration and Aadhaar check.
2. Property must be new construction: PMAY subsidy is not available on resale/secondary market properties. The flat must be an under-construction or newly completed property from a builder.
3. Women co-ownership: For EWS and LIG categories, the property must be in the name of a woman family member (sole or co-owner). For MIG, it is encouraged but not mandatory. This is the strongest reason to register property in a woman’s name even if it’s a joint purchase.
4. Loan must be from a recognised PLI: The home loan must be from a Pradhan Mantri Awas Yojana — Prime Lending Institution. All major banks (SBI, HDFC, ICICI, Kotak, Bank of Baroda) are PLIs. So are HDFC Ltd, LIC Housing Finance, and most housing finance companies.
5. Income is household income: Both spouses’ incomes are combined for the income category determination.
Property Value Cap: Pune’s Challenge
The ₹45L property value cap is the biggest constraint for most Pune buyers. In 2026, a ₹45L property in Pune limits you to:
- Undri or Katraj: 2 BHK (600–700 sqft carpet) in good projects
- Wagholi or Hadapsar: 2 BHK in mid-tier projects
- PCMC (Chikhali, Ravet): 2 BHK comfortably
Most of Baner, Wakad, Kharadi, Viman Nagar, and NIBM Road exceeds the ₹45L cap for 2 BHK. The subsidy primarily benefits buyers in south Pune’s affordable belt and PCMC.
Important: The cap is on the property value — your total loan can be higher. The subsidy calculation is only on the eligible loan portion (₹6–12L depending on category). You can borrow ₹40L for a ₹50L property, but the subsidy portion is capped at the category limit.
How to Apply for PMAY Subsidy
The process is simpler than many buyers expect — it runs through your home loan lender:
Step 1: Disclose your intention to avail PMAY at the time of loan application. Most lenders have a dedicated PMAY checkbox on the application form.
Step 2: Your lender (PLI) will ask you to self-certify that you don’t own any pucca residential property.
Step 3: The lender submits your application to the Central Nodal Agency (NHB or HUDCO for MIG; NHB for EWS/LIG).
Step 4: On approval, the subsidy amount (NPV of interest concession) is credited directly to your loan account — typically within 3–6 months of disbursal.
What you need to provide:
- Aadhaar card (mandatory — the scheme is Aadhaar-linked)
- Income proof (salary slips + Form 16, or ITR for self-employed)

PMAY for Self-Employed and Business Owners
Self-employed buyers can claim PMAY, but income verification is more complex:
- Use your last 2 years’ ITR to establish household income
- If ITR income is below ₹12L, you may qualify for MIG-I
- Ensure ITR reflects the correct household income — not just one partner’s declared income
Self-employed buyers often underreport income for tax purposes. For PMAY, you need income to fall within the category limits — this creates the unusual situation where declaring lower income is advantageous for subsidy eligibility, but declaring higher income is better for loan eligibility. Work with your CA to balance this.
PMAY and Under-Construction Properties
For under-construction properties, the PMAY subsidy is applied to the first disbursal tranche. So even if your loan is disbursed in stages (as construction progresses), the full subsidy NPV is credited after the first disbursal.
This means: your EMI immediately becomes lower, even while you’re paying pre-EMI on subsequent tranches. This is genuinely beneficial for under-construction buyers.
